The CIL charge is liable to indexation which is calculated using the national All-in Tender Price Index published by the Build Cost Information Service (BCIS), see Current rate of indexation: Royal Institution of Chartered Surveyors.
With indexation, the current charge for 2025 is £218.19 per sqm for residential dwellings and £87.28 per sqm for retail development.
CIL is calculated per sqm of development on gross internal area (GIA). GIA is the area of a building measured to the perimeter walls at each floor level. For more information see:

If you don’t make the required CIL payment or to complete the required forms at the correct point in the process, you may be liable to enforcement action which could result in the loss of any exemption, additional surcharges or interest and/or prosecution. CIL liability is held as a charge on land. If CIL is not paid, you may have difficulty selling your land or property.
